Indiana State University is pleased to announce the appointment of Seth Hinshaw as its new Vice President for Finance and Administration and Chief Financial Officer, following a highly competitive national search. Hinshaw will assume the role on August 1, 2025.

Hinshaw brings a strong background in public finance and higher education policy to Indiana State. He currently serves as the Chief Financial Officer in the Office of the Indiana Secretary of Education and previously held several leadership roles at the Indiana Commission for Higher Education, where he helped guide statewide funding strategies and institutional accountability initiatives.

"We are excited to welcome Seth Hinshaw to Indiana State," said Indiana State University President Mike Godard. "His proven leadership in education, finance and policy, combined with his deep knowledge of Indiana’s higher education landscape, makes him uniquely qualified to lead our financial and administrative operations.

In addition to his work in education policy, Hinshaw has served in several administrative and fiscal roles within state government, including the Indiana State Senate, the Indiana State Budget Agency, and the Indiana House of Representatives.

As Vice President for Finance and Administration, Hinshaw will oversee the university’s financial planning and operations, budget development, facilities management, and long-term capital and infrastructure planning. 

Hinshaw succeeds Diann McKee, who is retiring after a distinguished career at Indiana State. McKee has held several senior leadership roles during her tenure and has been instrumental in maintaining the university’s fiscal stability and operational excellence.

“We are incredibly grateful to Diann McKee for her decades of dedicated service to Indiana State,” said President Godard. “Her leadership has left a lasting legacy on Indiana State University, and we wish her the very best.”

Hinshaw said he is honored to step into this new role. “I am humbled by the opportunity to join Dr. Godard's leadership team during this historic and transformational moment for Indiana State University,” Hinshaw said. “As a former 21st Century Scholar, I am eager to work alongside my fellow Sycamores to champion the institution's mission of transforming the lives of the students we serve. I wish to express my appreciation to President Godard and the search committee for the trust they have placed in me to lead the Division of Finance and Administration. My wife and I look forward to joining the Terre Haute community.”

Hinshaw earned his Bachelor of Science in Legal Studies from Ball State University and Master of Public Affairs - Financial Management Administration from Indiana University. He has been a respected leader in the state’s higher education and public finance arenas for more than a decade.
